I've added cheese to the potato mix - normally some fresh-grated parmigiano. Pungent, but nice.
Have you tried one of those great smoked paprikas instead of the chili?

Shepherd's Pie has a terrible reputation here. It's considered "poor peoples' food". There's a sort of running gag from a very VERY silly comedy show about "meat, corn, potatoes, meat, corn, potatoes" (actually, seeing it written, it's even LESS funny! basically this silly woman keeps getting the order of the layers confused, and that line gets repeated ad nauseam). And so it's instant mashed potatoes, cheap ground beef, and canned creamed corn. I particularly dislike the creamed corn... ugh.
