Orc Hunter is a good solid choice, best choice for hunter IMO.
BE Warlock? Meh. I'm not entirely a huge fan of BEs. But, I suppose, if you wanted a good array of races, the Warlock would be the best way to go, and makes a lot of sense RP/lorewise.
Goblin Mage, heck yeah!

And yes, I want at least 1 of each race and I don't want more than 2 of any race. I'd rather use the AP bonus from orc racial for my death knight and an enhance Shaman and use the troll bow racial for a hunter.

I would say that Blood Elves make better Paladins than Tauren on Horde when you break it down by racials. Arcane Torrent is a useful talent for both Tanks and Healers with the later probably benefiting the most as it's like a 5,000MP mana potion every two minutes.
Of course, my opinion on picking races is pick what you like to look at over racials as you're more likely to enjoy it.

Arcane Torrent is certainly useful, but War Stomp could be as well for either a tank or a melee. Especially with so many of the heroic bosses needing to get interrupted repeatedly, it can be handy having an extra interrupt/stun if yours is on CD.
Except War Stomp is a .5 second cast where Arcane Torrent is instant. Plus if a target is stun immune, then War Stomp isn't going to likely going to interrupt a cast.
But with Rebuke being trainable, the only time you'd use AT as an interrupt anyway would be for when Rebuke would be on CD and you need to interrupt at that moment in time. Doesn't happen very often, but I have used it on my DK with Baron Ashbury when Mind Freeze and Strangulate was both on CD.

Looking at PvP, BEs are far better than Tauren (who are literally the worst race in PvP for the horde) because of AT.

BEs actually have 2% resistance to all schools of magic, but I was specifically referring to Arcane Torrent, which is excellent for paladins in arena (you can silence felhunters so they can't spell lock, you can work your way to an opposing healer, etc).
Edit: well sh*t, that was changed, so I guess it's just arcane resistance, which is still useful as polymorph, counterspell, etc are arcane.
