Make it 1800 for winning, 1500 for losing, both sides have a reason to fight, and everyone has a reason to try and get into the bg so your population stays good.
Like your cake and eat it too proposal, but I would rather them fix Tol Borad and not bandaid it.
Honestly what they should do in the mean time is make it where for each lose in a row there is a multiplier at each point for each attacking faction. Because the flags are controlled by the amount of people at each point. Eg 24 hordes being attacks by 25 allys = the flag starts to tip in their favor. With a multiplier for the attacker after lets say 4 loses 5 horde could overtake 25 people at one flag and start capping it. Which way it stays more balanced and each side even when outnumbered get a chance at it.
Or just drop the whole you can cap even with people here to make it more like AB you need to clear out all the opposing faction at a flag before it starts capping. or make the win conditions 2 out of 3 at the end of the timer wins because as it stands now the defenders can defend one node and win, which places a ton more stress on the attacks because they have to take and controls 2 nodes and assault the 3rd with less people and if you do kill a big amount of alliance they respawn and can easily overtake one for your less defended nodes quickly because the attackers HAVE to be divided where the defenders dont.
Overall the entire experience is borked it was badly implemented.
Honestly the more i think about it without scrapping and starting from scratch it will be a pain to balance.
