Being apart of a smaill guild, we just hit level two, which is suppose to grant Fast Track, the 5% exp bonus. My question is do guild perks apply automatically? Or do you need to see a particular vendor to apply said perk?
Depends. Some perks involve stuff like Heirlooms - those obviously need to be bought. Passive things tend to apply automatically.
all the other guilds are level 2 as well by the way. theres a limit to how far they can level in a particular period of time.
item perks are bought [some are released through guild achievements, those one's are what will take time for smaller guilds to do]
the perks/guildupgrades are automaticly achieved and viewable form the skills tab [below your class skills]

Theres a difference between guild perks, and guild rewards. Rewards require you to buy, I see that in the rewards section. I just wanted to be sure the perks are sepreate and applied automatically.
You have a tab on your spellbook (P) that lists all the guild perks that you have.
And thats the answer I was searching for. Thanks for the obvious. Rate Up.
