Where do u get a flight masters license for humans?Follow

I pre-ordered cataclysm. I have a skill for flight master's license but when I see a flight instructor, he does not have a option to get the training. The only option I see in his list is cold weather flying for Lv68. Where do I go to get this or am I doing something wrong?
