I don't have any characters over level 38. I also have no desire to make a dranei or Blood Elf chara (at least not for a while, until the innitial surge dies down).
Does TBC offer anything for me? Or should I wait until I get characters that can explore the new area to buy it?

Jewelcrafting. Honestly i cant think of much else that you wont be able to obtain from the patch. Possibly for you its not an excellent option to buy the expansion at this time. It might be hard to find after the initial release anyways. I know im waiting, and i do have level 60 chars. :)
There are a few new quests and a new profession. You might be better off waiting to purchase it (especially because preorders are sold out and you'd be fighting off a thousand rabid 12-year-olds if you camp Target or Toys R Us on Tuesday morning). I think level 56 or so is the minimum to enter Outland.

Just to clarify... I think the patch notes today indicated that 58 will be required.

Sounds like 98% of the new content is 60+, so unless you really feel like you'll be missing out if you cant take up Jewelcrafting, roll a Draenei or Blood Elf, or explore the new starter zones right away... there's no reason not to wait.
I am looking forward to the new starting areas, new quests and trying out the new races. I am not sure if I will try out the jewelcrafting right away though since I have learned that crafting professions tend to cut into my meager gold stash.
