lets see level 21...i think your best best until lvl 23 is to rape the murlocs in bluegill marshe at the wetlands...then move to the whelps at direforge hill at lvl 23-30

If you have skinning then astrannar is a good place to grind. They have alot of level 22-23 mobs there that provide skinning and leathorworking.
