Racial abilities
From "blood elf and draenei racial abilities" (Bluetracker copy), posted by Drysc:
Blessing of the Naaru
Activate to heal your target for 7 + 3 * level every 3 seconds for 15 seconds (total of 5 ticks). 40 yd range, 1.5 second cast time and 3 minute cooldown.
(At level 1 it heals 50 health, and heals 1085 at level 70)

Heroic Presence
Increases chance to hit by 1% for you and all party members within 30 yards. (Warriors, Paladins, and Hunters)

Inspiring Presence
Increases chance to hit with spells by 1% for you and all party members within 30 yards. (Priests, Mages, and Shaman)

Gemcutting
15 point skill bonus to Jewelcrafting (note, this also raises the cap by 15 at each level of jewelcrafting).

Shadow Resistance
Increase Shadow Resistance by 10.

Draenei priests also receive the racial abilities Symbol of Hope and Fear Ward. Symbol of Hope is an instant cast spell with a 5 minute cooldown. It gives all party members 33 mana every 5 seconds for 15 seconds.

Racial abilities
From "blood elf and draenei racial abilities" (Bluetracker copy), posted by Drysc:

Mana Tap
Activate to drain 50 mana from your target and charge yourself with arcane energy for 10 min. This effect stacks up to 3 times. 30 second cooldown. Scales with level.

Arcane Torrent
Activate to silence all enemies within 8 yards for 2 seconds. In addition, you gain 10 Energy / 12 Mana for every charge of Mana Tap currently affecting you. Scales with level.
(Given values indicative of a level 1 character. At level 70, Arcane Torrent gives 161 Mana for each charge. Energy amounts do not scale with level.)

Arcane Affinity
15 point skill bonus to Enchanting (note, this also raises the cap by 15 at each level of enchanting).

Magic Resistance
Increase all Resistances by 5.
Blood elf priests also receive the racial ability Consume Magic. Consume Magic dispels one beneficial Magic effect from the caster and gives them 120 to 154 mana. (453 to 488 mana at level 70) - instant cast, two minutes cooldown.

Blood elf Priests will also gain the ability, Touch of Weakness. The same one as Undead recieve.

Touch of Weakness - Touch of Weakness is a buff that the Priest can cast upon him or herself. It lasts for ten minutes and has only one charge, and once cast, will cause shadow damage to the melee damage inflicter, and affects that target with a debuff that reduces their damage done by a constant amount. The amount of damage done and damage reduced increases with levels.

Are they actually individual "buffs" or is it more of a +1% to hit with melee, ranged and spells"? Otherwise, where are the druids and warlocks?

Considering no other info(such as duration) is given, sounds like Auras to me.

I really could have worded that better. I meant is it 1 aura that does both, or are there 2 diferent auras?

One Aura for Warrior, Paladin and Hunter: +1% to Hit
One Aura for Priest, Mage and Shaman: +1% Spell Hit

The Aura is automatically assigned based on the class you choose at Character creation.

What does charging yourself with arcane energy actually do?
