Yes there are some zones where you will find that a particular mineral is more common than others. For just starting out mining on Horde side Durotar seems to have an abundance of Copper Veins.

It's never that concentrated, but on the Horde side...If you are of sufficient level you can go to the oases in the Barrens and usually find 3 nodes in the pools (or on hillocks next to them). On the mountainside next to Orgrimmar there usually sprouts about 5 copper nodes between the ocean and the river. In Stonetalon you will become madly in love with the valley between Mirkfallon Lake and Stonetalon Peak (looking for copper), Stonetalon Peak itself (tin, copper, and a little iron), and the Charred Vale (mostly tin and iron, but also relatively rich in mithril). The Dry Hills in northwestern Barrens has more than normal amounts of tin. You can skill up iron in the Highperch section of Thousand Needles, drop down and find lots of tin in the valley, and then 15 minutes later the minerals in Highperch will have respawned.
