The vendor outside of the battlegrounds near the barrens sells weapons and other things in exchange for honor and marks of honor. I have two questions: where do i find out how many honor points i have to spend and my other question is, can you only use those items inside the battlegrounds or can you use them everywhere. Because i know the bandages you can only use in the battle grounds.

The Honor tab of your character sheet (default key: H) will have your total honor you can spend.
The consumables (bandages, potions, food, drink) are BG specific and will say so (also the AV banner). The weapons, armor, trinkets, etc can be used everywhere.

And there are vendors near the world entrances of all the battlegrounds (barrens, hillsbrad, and arathi highlands), inside Alterac Valley at the base, and in the officer's quarters in Orgrimar. The premium equipment is in the officer's quarters, but all of them are worth looking at.
I managed to actually get some honour last night, 3 points...that should be enough to buy a stick!
