when the Burning Crusade comes out, is the Outland the starting place for the Blood Elves and Draenei? Or is it specifically for those higher lvls trying to reach 70 like rumored?

Outland is the new area for high levels. Blood elfs get a start area near the Undead spot, Above Eastern Plaguelands. The Draenei got a starter area on an island, near the Night Elf start area. Outland is only for lvl 60+.

You can take the boat from Darkshore to the Dranei starting area right now if you are curious to see the island. The pier in Darkshore has a boat to Menethil on the left, to Darnassus on the right, and now if you go straight there is a third boat to Dranei land.

yes but as soon as u get into the boat and start sailing away into the open seas u get sent to the darkshore graveyard saying "you need the expansion to go there".
