1 - Are Arena weapons supposed to be the "top" weapons throughout the game?
2 - Are the Arenas going to have multiple servers or are we lookingat 30 min waits in order to do a quick Arena battle like in BGs?

Arena weapons are designed to be on par with the best of the best. This is not to be confused with Honor rewards, though, which are substantially weaker. Note also that the arena system will be on a competitive ladder system with, similar to the original honor system, so it will take a significant amount of time to earn anything if you're not winning.
The arena queue is faster than even normal BG's since it does not differentiate between alliance and horde. Team plays Team, it's that simple.
Kind of similar to the honor system, but not even close too, if that makes sense.
There would be no 'decay' so you can play whenever you can play and not lose out on getting some rewards. It operates off from an ELO rating system:

I believe you have to play at least 15 games in a week to receive points for that week. And there will be seasons during the year. At the beginning of each season, Blizzard will have an opportunity to update the rewards to be on par with some of the best raiding gear at the time. So if they release a new instance with tier 10 gear, at the beginning of the new arena system the rewards will be updated to match that gear.

Thanks guys..thats helpful. I was just getting worried that by not farming a bunch of honor right now I am going to be bent over come TBC. I assume honor points are just really good for helping you level mainly? Now that you guys replied with this I'm almost not really too worried about honor.
