Desolace for sure, but its a long walk :(
Hillsbrad is good at 30, and arathi has a smattering of quests from 33-37 range.
But i agree, SV is doing my head in.

Desolace is always peaceful. Hillsbrad is another gank central usually (at least for my server). As for Arathi, it is sometimes busy in terms of pvp since at least on Alliance side level 60 premades like queueing from there.
