Ok,

I have the head piece, robe and shoulders. And lots of them.

I put on the set, touch a Lesser Wind stone and Zap! 1603 dmg, some text ("Be gone infidel! May the power of something something kill you!") and an option down the bottom saying 'Goodbye'. Nothing else appears.

Are these mobs bugged? Or is it me?

I haven't tried it myself, but I was in Silithus yesterday and several people in the general chat were complaining about something similar, so I guess there may be a problem at the moment. Someone mentioned that logging out then back in whilst wearing the garb had worked for them, so you could try that.

The windstones have been bugged since the 2.0 patch. I've talked with the GM's about this and they're aware of the problem and working on it. I imagine with everything else going on it's on a very long list of things to fix.

I wish they'd hurry up though, I'm waiting to move on in my .5 quest line and this is the last thing for my current quest. Grrr.

I was really hoping that they'd have fixed it Tuesday but it didn't happen so maybe this week? Let's hope so.

putting on the set, loggin out, loggin in works, but not for everyone.

i did it and it worked. from then on, i didn't even have to put the stuff on. if i had a full set in my bags, i could summon. a druid in my group tried and it didn't work. no idea what the deal is. he just gave me his sets, and i summoned for him.
