People from one faction go to the lands of the other faction and start mixing it up with the NPCs. Kill an NPC and you get flagged as temporarily PvP, which means people of the opposite faction can then attack you (making them temporarily PvP).
It's a nuisance when the Alliance peeps come kill off our NPCs... you know, the ones who sell us supplies or finish our quests... so when we see Alliance in our 'hood we make sure everyone knows they're there. By announcing that "two level 30 alliance are headed toward xroads from Rachet" for example, it gives players a chance to intercept the invaders... so that when the first blow is struck against our NPCs, we can jump in and try to repel them.
Good, clean fun.
Gives you a chance to "pick your battles" so to speak... no chance of getting ganked while you're minding your own business, but still a way to participate in meaningful PvP. Not everyone thinks so - (I've seen more than one "who cares?!?" on general chat when a rallying call goes up) - but for me it really feels like there's a purpose and that it's important to fight back.
