No, but i'm sure it would confuse anyone passing by.
As form Fear or Charm if they have the ability I do not see why not, but I think only very key enemies have one of those abilities. I think Onyxia might have something like fear, but since I wasn't in CB and i'm only level 19 I can't confirm.

Only the exceptions can be exceptional.
There is a cleric in the Guns of Norhtwatch quest that hit me with fear, given this is at the top of a tower, it was not a plesant experiance. So yes you can be feared by NPCs and you don't have to get to some ungodly high level to have this happen.
