How do I go about gettin rank 2 and so on, do i just keep doing quests until my rep bar fills out or can someon point me to some information about that. thanks ^^

Rank 2 refers to the spell getting upgraded from rank 1 which you can purchase at your local class trainer. Every skill you can buy has a required lvl, you can check at what lvl you can buy the rank 2 version of the spell you want from the skill trainer.
New skills is available every second lvl from skill trainers, so it might be wise to check every second lvl you get (2-4-6-8-10 etc.).

If you are talking about Rank in FFXI terms you mean reputation. Completing quests in an area will help you gain points there. I believe these are referred to as honor points but I could be mistaken.
