Do you have to have the skinning skill to complete the "Practical Prey" quest? This is the horde one where you need to collect 4 Durotar Tiger furs.
I keep killing them but no furs.

No, they drop randomly off durotar tigers in durotar.
You sure you're killing the right type?
You can't skin that hide so I think it's a quest item you get from looting the corpse.
