I am trying to get to Rut Theran Village. I heard there was a portal in Darnassus. Is this true? If so, where is it located? Any help would be appreciated.

Never seen any price on hippos unlike gryphons, I think they are free. Or instead of a hippo you could take the boat. :)
hippo is free...or it was in beta toward the end =P

Hippos are free if you are going to the mainland. If you go anywhere else you gotta cough up some coinage. I think it costs something like 3 on average to get around using them. You can also take the boat as well.
...and the portal is behind the bank.
There is a tree west fo the bank. Under the tree there is a lot of red glowy light. Go to it! :D
