For some reason I can't get this quest to activate, I'm sure there are probably prerequisites to it, but it's not listed. Any help would be appreciated.

Are you the right level? Maybe it's a class related quest? Or maybe you have to be human to get it. It involves the Defias, the human enemies, maybe you have to be human to get the quest?

Not sure if you are a human character, right level, or whatever, those are just my ideas on why it won't activate for you.

it says level 17 :), but being elite you can probably get it at 15

yeah, still can't get it, I check in at lvl 20, and to no avail. I really hope its not a Human only, that would be kinda lame.
