I heard from a friend today that horde and alliance cannot group on PVE servers. Is this correct? Also no quest to take a so called 'good race' to join the forces of evil and vice versa.

That's correct.

If you want to group with your friends, you have to make sure you are all Alliance or all Horde.

That is correct. Horde and Alliance cannot group on any servers.

They can't even communicate since they speak different languages.

And there is no quest to join the other side.
