ยท What makes the rogue different from other classes?
The rogue in WoW appears to be what most people think of when they think of a thief. The rogue will have thieving skills, such as picking pockets, stealth and sapping (the art of hitting someone unconscious). Also, the rogue is the only class with the poisoning skill, used to subdue their opponents.
Rogue's have an Energy pool, which they use to perform their special attacks. It acts similar to mana, as you need to wait for it to recharge, but the size of the pool does not increase as you level. You always have 100 Energy, regardless of your level.
Another difference the rogue has on some melee classes, is that it can dual wield two weapons at once. Most often it's a pair of daggers. These weapons are typically low damage (while compared to swords/maces) and quick hitting, making for some effective dart and dashing when in combat.
The rogue is designed to be able to dish out a lot of damage but not being able to take much. If you like a tactical challenge with a melee character, then a rogue is for you!

Well.. I mean those Energy bar, does the regen rate increase as your SPirit increase? Or it is the same for every race?
