Open your abilities window and use the icon designated to shoot wands.

It's in your spell/ability list. You have to "use" it each time to shoot. It's like a spell that costs no mana.

I think the cooldown from the wand may also effect the other spells, but I never tried it during beta, and don't have a wand yet.
