PvE are the normal servers where u can only PvP if u accept chalenge right?

Yes you can only get attacked with your flag up, that's what PvE is.

Have all the RP people decided on one server to do
the RP (since there is more than one RP server)
Also what do people expect to be different on the RP
server - storytelling or better fun groups or what?

It's important to note though that there are multiple ways to get your flag up. You can do it manually, attack an opposing faction's NPC, etc. (I believe) There won't be any random gankings though.
