I've been using WinHex, but actually Hex Workshop works quite nicely... you want to look in the ASCII portion on the right side... look for the chest item that you want to change the look of, the name is usually written about 4 times. (basically, look for the robe or vest you're wearing now) after the 4x, there'll be a string of (usually) 2 characters after a period. Look down at the bottom left, at the 16 and 32 bit signed/unsigned. If you don't see a 5 digit number, that's identical for all 4, you're in the wrong place.
Change this value to what you found on the XML links from Allakhazam for the item you now want it to look like. <displayinfo> for a Dreadmist Robe is 29792, so change one of the values to this (they all will update). save it, and open up WoW. Your changes won't show at the character selection screen, but once you log in you should see yourself in a Dreadmist Robe.
Now, for the full set, look up every item you're wearing (belt, pants, shoes, etc.) inside itemcache.wdb, and change it's value (same as robe) for the Dreadmist piece with the corresponding value in the Allakhazam database.
As far as being legal... it's all client side so it's as legal as the nude patches I'd assume.
edit: actually some of them are a 4 digit string... as long as you're in the first slot after the period tho you're in the right place.
