You don't need to fully max out your tradeskilling to do the epic. There is quite a bit of crafting involved, that will take you through those last couple of levels.

The epic is well worth doing if you're into your TS, especially if your character is low adventure level. My armourer was about L20 adventure when I did it. The cloak is really just for show, but the jewellery reward is very nice, with a great speed boost.

I think you're mistaken. As I recall, the crafting epics require level 80. But you don't need to be 80 to do the pre-req quests (that coincidentally give you enough faction to get started.)
