Housing in Maj'DulFollow

Does anyone know where I can start a quest to become a citizen there? I can't seem to find it.

You can't become a citizen of Maj'Dul. Just go buy a house :)

Don't you still need faction to buy a house in MD or did they drop that requirement?

If you do, you can pick up the first few faction quests at any of the three faction NPCs right near the docks. The trick is to pick a faction and stick with them since gaining faction with any one house will lower your faction with the other two. After you grind out a bunch of faction on the beach, (the quests are all repeatable) you can move on to the tower in Maj Dul (Tower of the Seven Moons?) and start running quests for the faction NPCs there.

Thanks a bunch! Does anyone know how much faction you need to purchase? I think I have a lot to go -.-

If I'm not mistaken (as it has been quite a while since I did it myself), you need to be ally with one house before you can buy the necessary permit to be able to buy a house.

I did it way back so I had a house I didn't have to clear out whenever I went on a betrayal run. You don't lose this house if you betray, it's easier.
