docks constructionFollow
The docks construction is related to the guild halls. Supposedly, you can talk to a director at the docks and contribute material to the construction. I still can't get the directors to talk. I'm assuming this quest is not active yet. Anybody know what's up?
I believe this is scheduled to go live with the next game update.

Correct! Hence the big GU48 box on the entries. I tried to make it a big more obvious, though.

So now that the patch is in and the event is live, you run the collection quest (for the guild house project)ten times and you get the scroll - house item:

What's the next step? If you keep doing the repeatable quest what happens next?

Rinse and repeat. There are rewards at 20x and 30x also.
