What vndor sells the necro spell consumption?
As far as I can find, that spell is a lvl 58 one. This means you no longer automatically receive it, best bet would be the broker to find an adept version or higher, if the prices permit it anyway.
I do believe you can get an apprentice version of it in Maj'Dul, once you gain enough faction with one of the three houses so you get access to their hall. There are vendors there that sell all sort of things, I believe some spells too.
But best and fastest way would be the broker!

Ziev is correct on all counts - an app2 version is available in Maj Dul in any of the four houses that sell merchandise. Three of these are faction houses (court of blades, court of coin and court of truth) and will only sell to you if you are a friend. The forth however will sell to anyone. This house is called "The Golden Scepter" and is located in the North West corner of the city.
However, the app2 version of the spell is almost worthless! You will be much better off with an adept 3 or even an adept 1 version of the spell and either of these can be found on the broker.
If no one has and adept1 available for sale, find a player who makes necro spells and give him the rare to make the adept 3 version of the spell you need. There is a commission system in place in EQ2 which will allow you to complete the entire transaction securely even if you don't know (or don't trust) the crafter.
