Well let's see...I've DF'd Titan Ex around 24 times since March and I jump in PF groups weekly for fun on SCH and MNK. So yes: I think it does. I don't think anyone in those completely random DF and PF groups ever complained about connection issues.
I know that you haven't cleared this fight since March. I know that I have friends in the UK and in Austrailia that are both in my FC and in my LS's that have cleared this without issue on a NA datacenter.
My raid group consists of someone from the UK. Would you like to know his ping? I'm pretty sure it's, at a minimum, 3 times greater than yours is at any given time.
In fact, you have no right to complain. He's a good indicator of why your complaints about connection issues are totally debunk.

You know they drop accessories, right? Some of those accessories are quite good. I had to go back recently and do Titan on my MNK for the earring, actually.

You should be lobbying for content somewhere between CT (too easy/casual) and extremes/coil (too hardcore/time consuming): not trying to change existing content.

We're about to enter yet another period where one crowd is given a hefty amount of the content and the other is shafted a little bit. And this cycle continues every 3 months. I hope if and when you return, they've come up with a more balanced schedule for patches.
