I tend to up vote people who are either very thought provoking (as opposed to just emotionally provocative) or who express an idea I agree with or would have posted myself, but in a clearer fashion than I would have done.
I tend to down vote only when someone is engaging in a negative pattern, either by a banal expression of negativity (beating a dead horse), or by being so inflammatory or engaging in personal attacks that have no possible purpose except to pick a fight.
I tend to up vote much more than I down vote, but my down votes tend to go the same posters over and over, while up votes tend to be spread around more.
