By that logic, no game would ever be released, because they'd be forced into a perpetual state of development as technology and gamer preferences rapidly evolved.
I think it's pretty safe to say that no other game has come out of the gate as slowly and as far behind as XIV did while trying to completely overhaul their game. To be fair, most developers have a much more solid foundation to make changes on and far less adjustments to make.

XI's expansions took over a year to complete. I'd be completely fine with that if the content updates came quicker than every 6 months. Hell, I'd even be ok with 6 month updates as long as there was enough content to keep busy the entire time, but that wasn't the case. It could also be argued whether or not the content improved. I'm almost certain if you took a poll on it, the data wouldn't support that each expansion was better than the next.
Obviously SoA couldn't be included as it hasn't come to an end yet, but I'd bet that the order of popularity(based on content) would be something like:
CoP >= RotZ > ToAU > Abyssea > WotG > ACP/MKE/ASA
RotZ to CoP was really the only clear improvement on the previous expansions. Abyssea and the 3 add-ons shouldn't even qualify as expansions, but content is content I guess.
