I understand you need to have at least 8 guildless people to create a new guild.
Do all 8 have to be at the Guild Registar at the same time?.....or can one person formally start a guild....become the guild master and it will not become active until 7 more have been recruited?

You need all 8 together. Have you ever claimed a tower or keep? It is similar to that. Each of the other 7 have to give permission (just answer yes on a pop up box) to join the guild.
Usually, people spam the starter guilds /gc or in times past, would offer some gold (usually in a broadcast message from Camelot or the other starter cities) to new people that would be willing to help create the guild.
