I would assume everything off that then. Eastern time zone is -5, i believe Pacific is -8 GMT. depending on whether you observe DST, you can find your own separation from GMT and do the math. (notice that the times listed are in PDT not PST.)
Addendum re: Europe

We try to keep the downtime due to this weekly maintenance in the time frame starting from 5:00 am until 11:00 am CEST (Central European Summer Time). If a patch is applied during maintenance, then the window will be from 3:00 am until 11:00 am CEST.
