Use the Tidal Focus to throw the effect on the Miasmic Shell, then join the freed NPCs and help kill the shell.

	Although this quest was working, it is apparently broken at the moment. The Tidal Focus skill does not appear on the UI. Reported: 11/2/2011 PTS
