Speak to Captain Val'kirr at -346, -725, 398 Copy in the Village of Alivan to begin this quest.

1. Speak to Emissary Ta'lur.
2. Speak to Lady Nevedaria at -652, -659, 409 Copy to complete the quest.

Completing this quest will stop both the sporadic rain in Withered Lands and "The skies are not safe!" from occurring, making flying, leaping, and gliding unhindered within the zone.

This also opens access to the Dracurion flightmaster, which allows you to fly to Skyshrine: The City of Dracur.
