You must be at least Level 47 to receive this quest.

Put the ghost of the famous Tempest Height warrior, Wattken, to rest. He is just about where you would turn right to go up through Red Valley, but on your left behind a wagon. He is level 48 Elite but he is seriously overcon'd. He hits hard and uses a Fear or Confuse, but he has way fewer HP than a 48 Elite should. So long as you have a healer with you, or are one, you will do fine. Just be sure you keep the heals on.
