This is the entrance to the zone of the same name, Tower of Wailing Wind.

Behind the Tower (clockwise from the front) you will come to a Mysterious Grave and, further back, Explosive Trap (Rdb). This is 9 "sparks" moving in a pattern around a Treasure Box buried in the snow. If a spark gets to close... Boom! You are dead. One shot. You will "Revive back at Harf Trading Post's Snoop Portal and you will incur no debt.

Oddly, once Explosive Trap (Rdb) has killed you, Mysterious Grave will offer a second quest!
