What exactly she is no one living knows, except maybe Imraphel. She certainly knows him and during the conversation about his plan she lets slip a "we" that raises the possibility that the Seer is actually the Last Paragon, but this is mere speculation.
Like Meluan, she could be a Risen! Or, although more advanced, her nature could be like to that of the Oracle... mechanical.
Whatever she is, she floats above the platform at the base of the fishing and mining ramp.
