Rift Quest:Suspicious Intentions  

As the quest says, Eidt is at the balcony in the Keenblade Mill. Just head up the ramp on the northside of the bridge. Then go up to the next floor. Dialogue with Eidt and retrieve the item. No combat.

And in case you forgot, the turn in is under the ramp where you first entered.
