The Journal tells you he was trying to use a solar energy collector to recharge the jump pad. Instead, click on the Brevane Power Cell, then click on the jump pad to charge it.

BTW, once you have done this quest, for you, the pad remains charged so if you are foolish enough to jump in there again you can get back out.
