Try to avoid the Cages as much as possible because the Spire Guards and Toilers will kill-steal the gunners you need for this quest. Once a single guard is loose, he will open other cages so this can get bad very quickly. The groups of gunners in the plaza that does NOT contain the boss seem to work best for this.
