There are two flags that must be flagged to allow you to talk to her, but due to the way the database is ordered we have no clue what those two flags actually are.

This quest does not actually follow Presenting a Bouquet, as you can simply run into Kalen (Ggl) at any time and decide to help her, however you cannot get the next quest, Kalen is Safe, until you have done both this quest and Presenting a Bouquet.

Help Kalen (Ggl) beat away the murderers, then talk to her.
