Can you get this item withtout tradeskilling

Is it possible to get this shroud without running the trade-skill quest line in withered lands ?

I would prefer not too have to gain 80 trade-skill levels on this Char just to have its protection .

No, because it's a Tradeskill quest reward, and the quest requires crafting :)
