On what do you base this statement? In my guild, it is commonly accepted that it is more difficult to achieve each AA at a higher level.

I disagree, your level has nothing to do with how fast you get AA's. It's dependant on how many AA's you have. For example at 0 AA's theres a huge bonus (possibly a 1000% bonus), but at 2000 or more AA's the experience drop to 0 bonus, which tells me that the AA's scale down in bonus as you get more and more.
