He is imprisoned in a cage, just around the corner to the right as soon as you walk into the room. To free him, you need the key to open the cage. This key is a group reward from defeating the three elementals in the room: Rock, Cobble and Quarry.

Once freed, hail him to receive Grimliks Word.
