those last few points of tailoring...Follow

My tailoring has been sitting at 448 for the longest time. I made about 15 frostweave bags, and I didn't get one skill up. I know it's green, but I noticed (at least I think I remember), I would skill up more often if I made huge numbers of stuff at once instead of some stuff every now and again. Are you more likely to level up by creating stuff consecutively or are you just as likely to skill up when making something every now and again?
