I saw someone in Dalaran and they looked like a walrus(Kalu'ak?) i think it even gave them +50 fishing. Anyone know what does that?

It's one of the potential use effects from Underbelly Elixirs, which can be found in the Dalaran Sewers as a lootable item on the ground here and there. Fun little thing to mess around with, and handy if you're not maxed with your fishing but trying to get coins/keys from the pools in Dalaran.

If you wander around in the Dalaran sewers you will sometimes find little green vials sitting on the ground--pick it up and drink the Underbelly Elixir, and it will have a random effect on you. The Hungry Tuskarr buff is the most useful, since it gives the buff to Fishing skill, but there are also a couple other more common buffs (turning everyone into mages, and turning you into a flying purple wasp).

I had this yesterday, I buzzed around people yesterday. Gave me good morning lulz.
I saw a white bunny in Dalaran Bank, and it was a mage. Was this another buff or something else?

Probably someone used a leftover Blossoming Branch from Noblegarden on him.

I only found out about that vial a few weeks ago when i was surprised to see a wasp fishing i guess it is about time i got my dwarf to dalaran so i can find the vials easier , or i assume the dwarf treasure finding works on them ?

I'm not sure if it does or not--bear in mind, though, that they bind when picked up, so unless it's your dwarf character doing the fishing it's probably not worth switching to that particular character to hunt for them. They're bright green and pretty easy to spot anyway. :)
