Does an Inscription scroll buff stack up on other buffs? So guy claimed me that intelligence scroll buff won’t stack up with mages arcane intelligence is this true?
That's correct. Also, Spirit scrolls don't work with Priest spirit buffs, Stamina scrolls don't work with Priest fort buffs, and armor scrolls don't work with Mark of the Wild.

They used to, and you used to be able to have several scroll effects active on your character at the same time (ie. Stam, Int, Agi all at once). That was changed with 3.0 so that now scrolls are just something you might use to give yourself a buff to a particular stat in the absence of a class that can do it for you (ie. no mage = Int scroll).
To add a little more to this - there is one scroll I am constantly being asked to make on my scribe for friends in guild - and that is the Agility scroll. Hunters and rogues love them, and (to my knowledge) there is no class buff that overwrites them.
Here's one out of left-field for you all, with Agility being determined as useful in avoidance on Paladin tanks, have any of you tried using an Agility scroll on harder content, just for that extra little boost?

Shamans and Death Knights both bring an Agility buff (Strength of Earth Totem and Horn of Winter respectively).
