Too tired/drunk to coherently search through the forums to find a potential answer, so here goes I guess:

One of two things seems apparent with my recent milling percentages when looking for icy pigment:

Either I have hit an extreme streak of bad luck and get little to none icy pigment (hovered around 1 in 40 herbs, 1 in 8 mills, when I did it recently, and this is from a large sample of mixed herbs, about 400, 80 mills) (also have hit this bad the last couple of times I did it also, however I wasn't able to document the numbers)

or: Blizzard changed the percentages with which you get icy pigment from milling.

If this is a noob change I somehow missed then cool, just wondering if I am an unlucky poopface.

you're an unlucky **** face...sorry couldn't resist. i mill around 16 stacks of northrend herbs per day and end up with an average of 20+ icy pigments. usually enough to make two cards. if i hit a hot streak i may get enough for 3.

Unlucky. Percentages remain the same. You can also exchange Inks, remember, so Icy Pigments aren't quite as needed as previously.

Some herbs are more likely to give pigments than others, according to wowhead percentages. Lichbloom and Adder's Tongue have a 50% chance to give an icy pigment per mill, I seem to recall. I think Deadnettle and Goldclover are around 10%.

I also want to comment that icethorn, lichbloom, and adder's tongue are the only herbs to ever give me 3 icy pigments at once (it's rare, but it happens around once per 4-6 stacks)
